Three-tier structure — master aggregator, sub-aggregator, retail agent — enforced by an OPA/Rego policy engine at the API gateway and inside services. Activation events trigger tiered commission computation published to a Kafka topic; master tiers earn configurable override percentages on sub-tier commissions, calculated continuously rather than at month-end.

TAP3 file processing handles international roaming settlement (TD.57) with each MNO. Per-reseller bills emit through TMF678 with full CDR backing. Continuous reconciliation between the OCS and BSS surfaces revenue leakage as it appears, not at quarter-end. Aligned with TMF676 payment lifecycle.
